An autopsy report shows that a Muslim cleric who died in an October shoot-out with federal agents was shot 21 times, then handcuffed, according to a person familiar with the case.
The handcuffing apparently occurred after the shooting and was in line with procedure, the person said.
Luqman Ameen Abdullah was shot and killed Oct. 28 at a Dearborn warehouse after a shoot-out with agents seeking to arrest him and 10 others on suspicion of dealing in stolen goods. The FBI has said Abdullah opened fire first and killed an FBI dog.
Concerning how his father was shot, Omar Regan, 34, told the Free Press today, “It’s so inhumane.”
He went on to ask, “How do you justify that? There’s no justification for that.”
Regan and others have called for an independent investigation because of concerns they have about how federal agents targeted Abdullah.
“It’s even worse than we thought,” Regan said of the autopsy report. “It’s ridiculous.”
Regan said he’s especially concerned that his father was reportedly shot in his genitalia region.
Regan said he wants the head of the FBI to take responsibility for what happened.
“When do you take responsibility?” Regan said. “This is inhumane.”
Speaking Thursday at a forum in Dearborn hosted by the Muslim Students Association, Special Agent in Charge of the FBI office Andrew Arena said of the Abdullah case:
“I think that case…certainly ended tragically. I don’t think there is anybody in this community, in the FBI, in law enforcement, that thinks that ended well…we hoped it wouldn’t end that way. But unfortunately, it did.”
The person familiar with the autopsy said today that one shot struck Abdullah in the back.
The Dearborn Police Department has scheduled a 10:30 a.m. news conference Monday to release the autopsy report. The Free Press filed a Freedom of Information Act request for the report last year. The request was denied by the Wayne County Medical Examiner's Office this month.
Dearborn Police Chief Ronald Haddad today said Monday's news conference will not end the probe into Abdullah's death.
"Our responsibility to the community is to ensure that we investigate this incident to obtain an accurate accounting of what occurred," Haddad said. "It is complex, and once completed we can move forward. I truly understand people's concern to bring this matter to closure."
Haddad stressed: "This investigation is still ongoing and will not be concluded Monday."
The Council on American-Islamic Relations said today that an independent investigation is necessary, and will get an independent pathologist to review the body.
“The shocking details of the imam’s autopsy raise a number of disturbing questions that need to be answered,” said Dawud Walid, executive director of the council's Michigan chapter. “First of all, did the FBI agents follow established procedure when they shot the imam 21 times? How was the imam shot in the back? Was it proper procedure to handcuff either a dead body or a mortally wounded suspect? If the agents found the imam alive following the shooting, did they call for medical assistance? All these questions need answers.”
At the time of the incident, FBI agents and local police surrounded a warehouse on Miller Road near Michigan Avenue. They believed Abdullah and others were inside.
When agents entered the warehouse, four of the men obeyed orders to surrender but Abdullah opened fire and was shot to death, FBI agents said at the time.
FBI agents did not release what kind of weapon Abdullah had or how many agents opened fire.
During a search warrant at Abdullah's home, they seized three rifles, a shotgun, a handgun and a bulletproof vest, Arena said in October.
Speaking to the Dearborn crowd, Arena said he takes ultimate responsibility for the case of Abdullah.
“I take full responsibility for what occurred that day. And I have to be judged: I’ll be judged by you. I’ll be judged by the community. I’ll be judged by my bosses in Washington D.C. as far as the Justice Dept., and quite frankly, God someday. But I think we did what we had to do.”
Local Muslims have raised numerous questions about the case of Abdullah, including the delay of the release of the autopsy report. Wayne County denied on Jan. 13 an earlier Freedom of Information Request from the Detroit Free Press for a copy of the report.
The letter, signed by Wayne County attorney Michael Fitzsimons, said that it denied the report because of a request from Dearborn Police.
FBI Detroit Special Agent Sandra Berchtold said today she had no comment on the autopsy report or the investigation by Dearborn police.
“They are actually investigating us, so we can’t comment,” she said.
The two-year investigation of Abdullah and his followers drew criticism from Muslim and African-American groups for its use of undercover informants that they said entrapped them. Family members of Abdullah told the Free Press that it was an informant who led Abdullah to the Dearborn warehouse where he was killed.
Over the past year, there has been growing concern about the use of informants in Muslim-American communities, echoing the use of informants in African-American communities during the civil rights movement, say advocates. Abdullah led a mosque, Masjid Al-Haqq, that was predominantly African-American.
Arena has said that using informants is legitimate police work, and that criminals can’t hide behind religious institutions.
