Not as fast as you think, now that we have the Patriot Act. I tried to wire funds from B of A to Chase two weeks ago (WITHIN THE SAME CITY), for an escrow that was closing, and it took 5 business days and a form with thumb prints to send to the Homeland Security Dept. It's ridiculous, and it caused all kinds of trouble and extra work for a lot of people due to the escrow defaulting three times. If I had just written a personal check and deposited it in escrow, it would have cleared faster than the wire!
As far as PayPal, I'm not sure what you need to have happen, but if it's just a matter of having enough in PayPal to cover a purchase, it will transfer instantly from your linked account when you send the PayPal payment. As you said, when you try to upload funds from a bank to PayPal, it takes a few days. But no reason to do that, unless you just want funds sitting in PayPal. That is, unless you have a limit set for max daily transfers, and you want to pay more than that out of PayPal.
