I've been lifting for a good 20 months and I'm still a little chunky around the sides. I'm 200lbs @ 16.5% BF. I was wondering, if I'm trying to shed the weight and unsightly appearence, should I do oblique exercises?

Yes!!!

When doing just chrnches, your obliques are worked very minimal unless you twist from side to side. Crunches with a twist, standing side bends, or hanging leg raises with a twist will work those obliques. But they will not burn off any existing body fat. To do that you need to do more cardio at the appropriate times and watch your diet.
