I have just started to train bi-ceps and tri-ceps together and have incorporated hanging dips, and was wondering if I should do them at the start of my tri-cep workout or at the end? As well should I superset my bi's and tri's?

Doing arms on the same day is the only thing that made mine grow! Do different exescises man one day start with biceps the next week start with triceps or superset. Variety is key here constantly keep your muscles in a state of shock!

I totally agree with steel! Arms are one of my strongest bodyparts and variety is the key. Supersets are wonderful for the arms. You might also want to try, 21s, giant sets, and if you have a training partner, nagetives.
