How to build them up without using the military press?

Heavy dumbbell and barbell incline presses for chest should give you good shoulder development or at least give you big front delts.

Side laterals will help give size to the shoulders. Dips will build up the shoulders, as well as the chest depending on how you lean and hand placement. Do not forget rear delt raises to balance out the shoulder workout.

other than military presses...good shoulder exercises are power cleans, hang cleans, upright rows, side, front, and rear raises

If you have a problem doing pressing motions for shoulders you are going to have a hard time putting quality size on your delts.
