I read all the time "BUMP UP THE INTENSITY BY NOT RESTING LONG BETWEEN SETS!" Well I usually wait about 15 seconds after the "burn" goes away. So about 30 seconds total between sets. If this is "intense" am I being too rough on the body? (I do this every time) (MAX of 30 seconds between sets)

Your body does not have even remotely enough time to recover from a set in only 30 seconds. If you are lifting moderate weight with moderate reps (8-12), give yourself 2-3 minutes between sets. If you are lifting heavy with low reps (4 or under), give yourself no less than 3-5 minutes between sets. I, personally, have found myself resting up to 5 minutes between my last 2 sets of heavy deadlifts.

Will your gains suffer from so much rest? The 15lbs I added to my 4RM deadlift this month don't support that theory.

If you can jump back in there and do another set after 15-30 seconds the weight wasn't heavy enough. For me intensity is giving it 100% and focusing on the muscle I'm am working, for each rep, until I reach failure. For smaller muscles like triceps and biceps you could perhaps use a shorter break of around 1-2 minutes and for larger muscle groups like the back and chest a break of around 3-5 minutes. Having 15 second breaks between sets is pretty intense but I don't think its conducive to building muscle as the weight you would be using would be too light, unless you are doing one rep on a heavy weight then resting 15-30 seconds then repeating the process.
