I have been working out for a number of years and have read up on as much as possible. I am an endomorph who is 5'9" 200lbs. and around 12% bodyfat. I want to get down to 7-8%, I've upped my cardio and watched calories, and have intesified my training with less rest, supersets, and slower tempo. I am on protein and glutamine, and occasionally cycle on creatine. Is there something safe out there I might consider?

Yeah, eca works well but it won't matter if your diet isn't clean. You training sounds good, but you've gotta eat clean, that's the biggest thing by far. Stay away from sweets and starches and go moderate on the fats, especially the saturated. Protein levels should be through the roof. What many people don't realize is that while reducing bodyfat, protein levels need to be even higher than in a mass gaining phase (as far as a percentage of your macronutrient profile). Drink water. Lots of it. Keep doing the cardio too. Post again if you have any more questions. Bust your ass and it'll happen, nothing handed to you worth having. Good luck!

What is your diet like? Making a few changes in your diet can make a big difference. Also the intensity of your weight training aids in fat loss as well. Try cardio in the morning on an empty stomach. Mix up the machines you use and the intensity levels. Your body adapts and you have to change in order to make changes in it.

ECA is effective, and safe if you don't exceed recommended dosages, and you cycle off. Make sure you drink a ton of water, at least a gallon a day, when on ECA. Also, cycle off of them after a couple of months max for approximately a month. Hopefully, you won't need it for any longer than a couple of months cycle anyway. Some say only to use 5 days a week not 7. Most of them are good, I like Dymetadrine Extreme for value. As previously stated, nutrition is very important. Your training sounds like it's in check.
