the FDA don't test any supplements so you'll have to make a judjement call. But I have always found that these rules apply:
1. cheap protein powder always sucks!! except www.proteinfactory.com (I swear I don't work there LOL) they have really good quality stuff, fluffy as snow.
2. herbs like kava kava, melotinin, etc. the CHEAP stuff is every bit as good as the name brands.
3. Cheap flax oil IS RANCID. spend the $$ for flax oil.
4. ECA's are ECA's just be weary of mg dose

I have experimented with a lot of brands and the brand that has worked best for me was Muscle Link. They have great supplements. I have never used protein factory. I looked at their site, but they don't have micellar casein as a protein source (which is kinda a must for me) and I'm not crazy about banana flavored protein powders. I'm sure that it is a reputable site. They do have good prices and some of their products look promising. I'd try them but....."why fix something that isn't broken?" The supplements that I'm using now are helping achieve good results and I will not switch brands. It took me a lot of experimenting to finally realize what worked and what did not work for me. I recommend just sticking with reputable brands. Just ask yourself, "what do I want out of this supplement?" Like for me, I want a meal replacement that is nutritionally complete, that has good information behind the product and something that will help me recover from intense workouts. Muscle Meals has easily fit into my needs. Muscle Meals has 40 grams of protein (protein blend), 12 grams of carbs, 11 grams of EFAs and 10 grams of glutamine peptide. I know my post probably isn't much help, but I'm just filling you in on what I do. Good luck.

Valdez is right. The FDA regulates very very few supplement companies. Every once in a while someone gets busted for not providing what they claim(ie:Pure Protein bars). But, sticking with big companies is always best because they have been independently tested by unbiased companies. EAS, Twinlab, Muscletech, Musclelink, fuck GNC(I worked there for three years), Next Nutrition, etc.
