firstly i'm not sure if you can build muscle and lose fat with d-bol alone. with d-bol you're going to be building muscle and retaining a lot of water. and you would want to be eating between 3-4000 calories. if you want to get cut do it after d-bol, but while on eat eat and eat some more.

Your approach to diet and training should be the same with or without the dbol. Since we don't know how big you are or how much fat you want to lose, we can't really give you specific calorie guidelines. Keep your sodium as low as you can to lessen water retention and B.P. probs with the dbol. Other than that try to eat around 500-700 cals above you maintenance and throw in some light cardio for 45 minutes 3 times per week. If you're looking to shed fat you can't just pig out. Aim for 15-20% protein, 15-20% fats (preferably more unsats than sats) and around 60-70% complex carbs. Eat 6 times per day.
Realistically you are better off doing it like riskybiz suggested. In which case you would eat a bit more (1000 cals above maintenance) and maybe keep the cardio down until after cycle.
