i read in one muscle mag that Soy helps block estrogen production, a month later another mag said the opposite. Saying that Soy increases estrogen production and guys should stay away from it.
Who is right? ? ?

Both are correct as far as they go. We have different subtypes of estrogen receptors. Soy phytoestrogens can bind weakly to these receptors, turning on some receptors while turning off other estrogen receptors. Nolvadex does a similar thing, just binds more strongly. I don't see any reason why men should avoid soy in moderation. the estrogenic compounds are weak and not present at high concentrations. But if you were a strict vegetarian relying wholly on soy for your protein it MAY cause problems. All things in moderation.

Flax seed is said to have anti estrogen effects as well. Maybe through same pathways as soy. I've read an article somewhere (don't remember where) that it had to do with fibres reducing hormonesynthesis (ie colesterolbased eg test). They wrote it was due to the fibres fatbinding properties. Both soy and Flaxseed are rich in fibres. Since cortisol is a fatty acid the synthesis of test was decreased in one study. I never beleived them, sounds marginally important since it couldn't be that much actually. That would mean that a vegetarian lady would have less sexual apetite... never heard of that before, but what do I know....

soy is anti-estrogenic because of the weak phyto-estrogens it contains which bind to receptors preventing stronger estrogens from doing so. Phytoestrogen like those in soy are being used increasingly as a natural way to fight estrogen linked diseases like breast cancer as they protect the body for the large number of estrogenic compounds in the modern environment, food, etc.
The estrogens in soy protein powder are weak and largely refined out so no amount of soy consumption would have anything other than beneficial side effects for you. I am not an expert though so it might pay to research this on the web.
