If this takes place I say He passes a law lowering the price for taxis in rural areas after a certain time,Cause I know when I get done drinking I have very little money.How many of you have drunk and drove while pushing the limit of drunkiness.I have sorry to say,I think thats gonna change so I don't hurt myself or others.


WASHINGTON � President Clinton signed a law on Monday imposing a stricter national standard for drunken driving with the potential to save 500 lives a year.
The law would penalize states that do not meet the new limits by taking away millions of dollars in federal highway funds.

"How often do we get a chance to begin a good morning and a good week by saving 500 lives a year?" Clinton said during an upbeat, sunny ceremony in the White House Rose Garden shortly after he signed the law in the Oval Office.

He said the "law is reasonable" and that lowering the limit will make Americans take greater care when they drink alcohol in any amounts and they intend to drive.

Clinton said credit for the law goes largely to the Mothers Against Drunk Driving organization for the pressure it exerted for the legislation, overcoming opposition from lobbyists for the alcohol industry.

The group's national president, Millie Webb, 28 years ago in Franklin, Tenn., lost her 4 1/2-year-old daughter and 19-month-old nephew in a car wreck caused by a drunk driver. Webb was burned over 75 percent of her body and suffered a broken neck. Seven months pregnant, her unborn child survived the crash but was born legally blind.

"Every 33 minutes, a person is killed in a drunk driving crash," Webb said in introducing Clinton at the event. "It is still the most frequently committed violent crime in our nation, but those deaths, all of these deaths, are completely preventable."

Under legislation approved earlier this month by Congress as part of national transportation funding, states would be required to adopt a .08 blood-alcohol level as the legal threshold for drunken driving by 2007 at the latest.

Eighteen states and Washington D.C. already set a blood-alcohol level of .08 as the standard for drunken driving, but 31 states have a blood-alcohol limit of .10. In Massachusetts, a level of .08 is considered evidence but not proof of drunkenness.

The new law penalizes states that do not implement the .08 standard by 2004, cutting off 2 percent of their federal highway funding, with the penalty climbing to 8 percent by 2007. States that adopt the standard by 2007 would get back any lost highway funds.

Research cited by Mothers Against Drunk Driving shows an estimated 500 highway deaths could be prevented annually if all states enacted the .08 standard.

Though deaths related to drunken driving have been decreasing in recent years, it is still the greatest factor in motor vehicle deaths and injuries. In 1999 alone, 15,786 Americans were killed in alcohol-related crashes, including more than 2,200 children.

"There are still too many drunk drivers and there still will be too many after this law" takes effect, Clinton said.

The Mothers Against Drunk Driving said virtually everyone is dangerously impaired at a .08 blood-alcohol level no matter how many drinks it takes an individual to reach this level.

According to the National Highway Traffic Safety Administration, a 170-pound man can consume approximately four drinks in an hour on an empty stomach before reaching a .08 level. A 137-pound woman could drink three drinks in one hour on an empty stomach before reaching .08.

its been .08 in Texas for as long as I remember, also if you are under 21 and have ANY trace of alcohol in your system while driving, you can automatically get arrested even if its below .08. This law won't do shit but arrest more people, if this will prevent drunk driving then more power to it, but I seriously doubt any drunk will care until they themselves are caught and find out first hand what the consequenses are.

Is it a step forward? Yes. Is it going to make a significant impact? No... the legal limit in Florida has been .08 for the longest time. True, other states have a much higher limit and the new .08 limit will have an effect, but tell me, how many people who get stopped by cops can really pass a sobriety test when they are practically dying out alchohol poison?

In my opinion they should just lower the limit to trace amounts. If it can be detected, then it's too much. You don't go lifting weights under the influence of alchohol, why should you get behind the wheel under the influence?

This happened in 1988.

I use to drink, but now I really honestly hate people that drink.

As is typical of the American public, YOU ARE ALL MISSING THE POINT!

Under what authority does the federal governement make thislaw? Is it specified in the Constitution somewhere that the national government controls driving and highways? No!

This is a states' rights issue! Individual states should control the DWI threshold, not Washington DC. So to get around that little problem, the US governement will take away highway funding to any stsate that doesn't comply.

Typical federal bullshit. And most of you are applauding. Way to go!

Drinking and driving is stupid! Not only do you take your life into your own hands, but you put your family's lives in jeapordy (if you die or if you kill someone) AND you put the person's live(s) you've killed and their families in complete disarray.

I have had more friends and faimly die from or as a result of someone driving drunk...Doesn't make it right and it doesn't make it fair, but hey shit happens...As for this law I aggree with you Matt, but the U.S. govt uses the Commerce Clause to get around the States rights issue...I think the states should do it anyway, but it's a bit stupid to say that they are going to pass a NATIONAL law inorder to save 500 lives...How many more people will they imprision because of this??A girl that sits next to me in one of my classes was arrested near Austin in Feb right after Texas passed this law, she had been sick most of that week and took alot of medicine, she had 1 drink and was considered drunk. How is that fair, she wasn't swurviving, and was pulled over for going 5mph over the speedlimit...Any of the Brothers and sisters on this board would probably agree that not many people drive 65mph on the rides at night...I think this law won't really make a difference...Groups like MADD aren't going to be happy untill get the strictist punishment this country allows in dealing with this issue....

Nothing will change in Virginia law is .08 right now and if your under 21 .02 will get you a suspended license for 1 year. Don't agree with the typical Gov. Bullshit but i agree something has to be done about it but think .08 is only two or three beers depending your bodywieght, if the Gov. would enforce the laws on the book we wouldn't need new laws that more and likly they won't enforce! Been through the DUI thing and it did teach me a lesson and i'm grateful i didn't kill anyone, but in another sense it is a racket for the state to make money!! Court Cost, Asap, suspended license renewal, permit to drive for work all cost me a ton of cash, after 3 years i still feel the pain when i pay my insurance! Sucks but you do the crime do the time! ENFORCE LAWS ON THE BOOKS and Put an end to all these NEW BULLSHIT LAWS!

Your right Matt. Once again, until we get special interests out of politics (MADD) we will end up with laws that are passed just to make the politicians look good to the public. This new law will make criminals out of many social drinkers out their. And withholding Federal highway funds to force states to comply? Isnt that blackmail?

This is for Matt. I bet you may change your mind if some drunk killed your wife, kids, family or a close friend. It never hits home until you have someone very special in your life taken from you because of someones drinking problem. I really think it should be an eye for an eye. The pathetic drunk kills someone, I feel he should be put to death the next day. Fuck the legal bullshit, this guy just took a life, kill the bastard! But instead, he is out in 2 years about to kill again. That is so wrong!! It happened to me and let me tell you, it hurt so badly because I was there when it happened and all I could do is watch her die. My girl friend of 3 years just taken from me in a second. The killer is out on the street still drinking and driving to this day. So I say you are without a doubt wrong with your answer. I support anything that has to do with getting people that drink and drive off the roads, anything!

Personally, I like what Ben Franklin once said: "Those who would give up liberty to purchase a little saftey deserve neither saftey nor liberty". My point is, that law will not stop the real drunks. It will however make criminals out of social drinkers-

Matt,

What the feds are doing isn't making a law. They are telling the states they will withhold federal highway dollars if they don't lower their limit.

Hell I agree with you when it comes to certain laws that are on the books. I have outright refused to enforce certain laws I felt were unconstitutional. My personnel file will show the administrative actions taken against me from written reprimands up to suspensions that cost me money.

If common sense were used in about 90% of the laws this country, including states, have we would be a lot better off. Unfortunately we don't have an awful lot of common sense in our government.

I know about the highway funds deal. That's how the federal government enforces the 21 drinking age also.

Another piece of shit that doesn't work.

A few years back, Louisiana lowered the drinking age to 19. Ever seen some of their roads?

No, and I actually don't really have a desire to be down in that part of the country.

There are a lot of things the govt does that don't make sense. Raising the drinking age to 21 didn't stop underage people from drinking, it didn't me.

What are we as citizens going to do? Just live with it, or try to make some changes?

You'll find I'm full of opinions, and at times a lot of other stuff. At least we can disagree in a respectful manner here. I actually enjoy this, but I think we've beat this topic to death. Let me know when you need another good debate.
