I had a question about measuring my quads, bi's chest etc. Can someone tell me exactly how and where to measure? I have the tape measure out....do you just measure across the peak of the muscle when its flexed?

do it while the muscle is pumped. Do it at the peak of the muscle. quads (usually up near the nads) chest is hard to do by yourself: have someone else. put the tape high up on your back, (right under the armpits) and measure it around the mid-chest.
chest- measure relaxed, and also in a lat-spread (this is the measurment when you here arnold had a 57"chest etc. etc.)
