To do it, you need to work in a place that has extensions that you can dial directly within the office and phones with transfer buttons.

Here's how it goes:
Pick out two people you want to pick on. Find out person #1's outside line number and person #2's internal extension number. Call person 1 on the outside line and as soon as you hear it ring, hit transfer and dial in person 2's extension. Hang up. Person 1 and 2 pick up the phone at about the same time and each thinks the other has called them. They just sit there "hello?" "hello?" "what do you want?"

I suppose it's not malicious funny, but not too bad for a little harmless fun -- it's probably more fun for me because I work in a big open space, no walls, so I can see it all happen.
