The way they typed over a photo and got the photo to be the letters?

Is it Photoshop, if so, how?

Most of the paint programs could do something like this.
Make one graphic with letters in black on a white background. Then click on the black color and turn it to "clear" or "transparent". Save the graphic.
Import a new graphic of the picture, and apply the saved graphic over the top.
Because the letters are "transparent" the pic shows thru.

Adobe photoshop or adobe image ready should be able to do that.
