Yes and No,
Not being a smartass, but being a diabetic myself I know full well the potential outcome...

He must have a good endocrinologist first off, and be honest with him from the start...Mine calls me the experiment....heh heh heh

I try and reduce the estrogenic side effects as much as possible, of course we can't always do this either...Diet, and monitoring the Gluclose levels is a must...whether on or off...

You must be kind to the liver and kidneys at all times, just be cautious, I'm not Insulin dependent as of yet, I take Avandia(8mg's) per day.....But, Insulin is in the future for me....

Not much of an answer, but there is no one going to tell you it's Okay Bro....

I'm an insulin dependant diabetic who uses juice to reach my goals. As Ranger said, it is extremely important to monitor your glucose levels very closely. Also, diabetics need to take all the necessary precautions to avoid excessive water retension. Having too much water will increase your blood pressure putting you at risk for kidney problems. I would strongly suggest that if your friend decides to use gear, then he should have his doctor do blood work and test his kidney function every 3 months.
