After reading the recent post on legal importation of personal meds I decided to go to a legal expert on steriod laws, so I e-mailed Rick Collins of steriodlaws.com This was his response to me. Hope this helps clear up some confusion...
Got your message and would like to help but could not find the post you referred to on the Anabolic Discussion Board at elitefitness. I heard that somebody has been saying that Congress has just recently exempted from the Controlled Substance Act (CSA) personal use importation at land borders. That's false. Such an exemption (for medical purposes) has already been on the books for a while. The recent amendment by a concerned Congress LIMITED it to only 50 dosage units. The medicine must still be for personal "medical" (note: not "bodybuilding") use. But it's important to recognize that the whole picture is far more complex than this single law, which simply exempts from the CSA, not from various other federal laws (like FDA regulations) or from state laws. Even where there is a legit "medical" use, FDA guidances apply to permit Customs very broad discretion to confiscate products it deems "unsafe" (like Mexican Testosterona, for example). Anecdotally, I have heard some folks say that their gear was confiscated at the border and others say they were allowed in with small amounts that were properly declared. The apparent lack of uniformity of enforcement is worrisome indeed. Clearly, there is much misunderstanding and confusion about legalities in this area (by consumers AND law enforcement!) which I believe can only be clarified in the courts.
