LIMA, Peru -- Federico Salas, Peru's newly sworn-in prime minister, blamed the opposition Saturday for the deadly violence that broke out during a massive protest against the inauguration of President Alberto Fujimori's third term in office. VIDEO The protestors in the plaza were quelled by riot police. Opposition leader Alejandro Toledo, who organized the protest, said late Friday the violence was "Fujimori's exclusive responsibility." "Lima was a battlefield but they were fighting people who had nothing," Toledo said. "Fujimori hid behind his tanks and guns because he doesn't have the people's support." Toledo, a 54-year-old former presidential candidate, boycotted the May 28 presidential runoff, claiming it was rigged in Fujimori's favor. Friday's violence Six employees of the Banco de la Nacion died after becoming trapped in a bank protesters set on fire. Across the street, guards from the National Election Board building, which also was set ablaze, escaped by shimmying down a long, twisted window curtain from the second story. The fires burned out of control for two hours before fire trucks arrived. Overall about 40,000 police officers were called out to quell the protest, and the office of the human rights ombudsman said at least 80 people were detained when the violence ended. Scores of injuries were reported. Fujimori swears in cabinet There had been speculation Fujimori would appoint Vladimiro Montesinos, head of the National Intelligence Service, to the post of interior minister. Instead, the president named Montesinos' military academy classmate, army Gen. Walter Chacon. Montesinos was widely believed to have orchestrated smear campaigns against Fujimori's political opponents and used his office to harass and intimidate opposition members and election monitors. Toledo accused Montesinos of infiltrating 100 agents among the 40,000 marchers to stoke up violence Friday. In May, a Peruvian journalist, Fabian Salazar, claimed he had been tortured by National Intelligence Service agents. Salazar said the agents destroyed videotapes which he claimed showed Montesinos discussing how to rig the May 28 runoff in Fujimori's favor. In June, after the Organization of American States declared the runoff unfair, an OAS delegation met with Fujimori, reportedly pressing him to remove Montesinos from his post. Bolona named economy minister Salas said Bolona showed "seriousness in our management of the economy." In recent years Bolona has been critical of the government for overspending. His appointment was likely to please international investors shaken by the mass protests. Last week, Fujimori perplexed his traditional allies in business by announcing economic reforms to remove tax incentives in the mining sector and to halt some remaining privatizations. Many ministers remained in their posts, including Jorge Chamot at the key Mining and Energy Ministry. Presidential promise met with jeers Other opposition members held a sign that read, "Majority Bought," a reference to accusations that Fujimori regained control of the legislature by paying opposition lawmakers to jump ship and give his alliance a majority.
