why can't the mods delete these people, have it ti where if the ip # shows up again, when they try to sign on with a different name it won't let them in.the ip # does not change does it?

The mods do this but it's very easy to change your ip.

Anybody on a dial up connection can change their IP by just reconnecting to there service provider. Over the last few years all ISP's started using dynamic addressing due the growing popularity of the internet. Dynamic IP's are easier to set up on home computers as most customers do not want to mess with network settings, etc... to enter a 12 digit number into their home computers when they set up there Internet connection. So until everyone uses broadband with a static IP we are screwed from blocking them out.
