If I kept the same weight and say increase my bench by 10 pounds or squat and deadlift by 20, could I rest assure my body fat% decreased? Or, if I kept the same weight and decrease in the lifts mentioned above by the same amount of weight could I expect an increase in B/F?

If I read your questions right, the answer to both could be yes, but, the answers could also be a lot of other things.

There are many variables relating to strength on lifts -- motor unit recruitment, neurological efficiency, state of mind, how rested the body is, the workout split and under/overtraining are just a few that come to mind.

So, you could be the same composition on two different days and your lifts could be drastically different due to any of the above factors.
