There are alot of place for equipment. Flat weight is hard. Cheapest place I have found is sport authority. Later I'll put up some links, these place carry dumbells just never asked the cost.
Typical cost I have been getting is $.48 on a pound. If I look for sales I have been finding it any where for $.38 to $.42.
I wouldn't want to pay shipping on weights anyway - so make sure you buy enough for free shipping.

Here's a couple of good resources, I would just use them for pricing. You should be able to get a local guy to match and save youreslf the shipping.

www.dynabody.com
this guy has a tremendous amount of used equipment, I am sure he carries all the free weights as well.

www.fitnessfactory.com

These are two good ones, if they can fix you up let me know i have about a dozen others bookmarked at work.

I bought alot of parabody equipment and Nautluis(sp)- they have anew free weight division.

www.parabody.com
I have a nice bench of there's i'll let go cheap. hardly used.

Here's another that just struck me!
