The proscar and armidex tablets are so small how can they be cut evenly into 2 or 4 peices. When cutting into 4 they just crumble up into powder because they are so small. Is there any way or a special type of knife to cut small tablets.

Steak knives suck - Try a fresh razor blade. Of course there will always be some slight powdering, but a razor is as close as your gonna get to a clean cut without a laser.

go to the pharmacy and get a pill cutter, nothing works better. and no risk of cutting your finger open trying to hold the tiny pill still.
