As many others have said, they inflated the prices beyond belief to somehow justify in the publics mind that the failed and hopeless war on drugs is somehow working. One day this country will wake up and realize that all those billions upon billions of dollars wasted on the failed drug war can be better spent to maybe improve our school systems or something worthwhile that would actually WORK!
