When I use the treadmill to walk or run my calves hurt to the point I need to stop. The pain is on the front of my calf on the outside about 4 inches below the knee. I don't get pain when I do the stepmill or the eliptical trainer. Anyone know what this could be? Shin splints, maybe? I wear Nike Air sneakers, should I switch to another type of shoe?

Possible shin splints but it sounds like your tibia needs to be strengthened.

No, the tibia is worked opposite of a calf motion, instead of toe raises, do heel raises, place your heels on the edge of anything and go up and down in a controlled manner.

Or sit down, place a plate flat on the floor with the edge on your toes and lift it with the toes, keeping your heel on the floor. If it is shin splints, try non impact cardio, like cycling or rowing.
