I would like to know how law enforcement approached steroids in the 80's when no one really cared, and how people used them, and how scripts were given, and why it was safer back then than now, etc.

I have not found any precise or reliable information on this topic. All the info I have stumbled on was very vague.(Canadian info would be helpful too.)
