When I do calf raises, seated or standing, I always get this incredible burn on the soles of my feet, where the muscles are I guess. The the problem is that the pain in my feet is more than the pain in my calves. And I don't feel like I'm getting a good calf workout. Does this happen to everyone? Do I just need to strengthen those muscles in my feet too?

Ya it happens to me sometimes, but never in the way you are describing. When i am on my last couple of sets of calfs i get the worst burn in the place you are decribing. It is almost a sharp pain but then goes away. I dont know what to tell you, if it doesnt hurt you afterwards and doesnt stop you from working out then keep working the calfs and they should catch up. Later bro!!!!!

you may have flat feet...
that causes lots of pain in your feet when you put stress on it...

i know exactly what you mean. I have flat feet and get those pains REALLY bad when doing calves, also shin splints when i run. I haven't found anything that helps yet.

I get the same thing and just thought it was me, I spoke to someone and they suggested to use the Hammer Strength seated calf raise machine, but instead of putting the ball of your foot on the platform, put the heel on. It will strengthen the arch and help out. I haven't tried this yet, but it sounds like a winner.
