Assuming she has no major risk factors, and her physicians approval, Corndawg has it right for starting out. After a couple weeks, if she's worked through any initial muscle soreness from starting to workout again, she can start going to failure. There was a study done that compared 60 - 80 year old men to young men and found that there is no difference between young and old in the muscle damage to the body when they work to failure.

Cardio for 20mins and then light weight training for 40mins on MWF. Weight training helps with improved bone density which is the main reason that the elderly need to train with weights.

Speaking as a personal trainer this is not a subject to take lightly. She needs a complete physical exam by a "real" doctor, a fitness assesment & a closely monitored routine well below her target heart rate at first. I'd recommend an extremely moderate program leaning more to the anaerobic vice aerobic side. But be careful & cover your ass!
