December 7, 2004 -- ALBANY — A Long Island doctor who wrote steroid and human-growth hormone prescriptions for an offshore Internet company was fined $10,000 yesterday, The Post has learned.
Dr. Lawrence Kessler of Bellmore also agreed not to write prescriptions for patients without first examining them personally, and is barred from writing prescriptions for anabolic steroids and human-growth hormones.

State Health Department records show that between 2000 and 2001, Kessler was receiving $50 for every prescription he received and signed from Inter-Global Pharmacy, a Grand Bahamas-based Internet company.

Inter-Global and its parent company, World Pharmacy, would fax to the doctor requests from patients for steroids, the state said.

In turn, Kessler signed the prescriptions without examining the patients personally, the records show. The Internet pharmacy then had the prescription filled and mailed directly to the patient.

The state Board for Professional Medical Conduct cited prescriptions Kessler signed for 16 patients, including one who had a history of a brain tumor and a seizure disorder.

"He didn't believe he was doing anything wrong, but that it was in his best interest to settle this matter," said Kessler's lawyer, Alexander Bateman.

Since 2001, Kessler has been the director of emergency medicine at Brunswick Hospital in Amityville.

Dr. Richard Falivena, the hospital's medical director of performance improvement, said, "All this is very shocking to us."
