Please help me design first Transderm cycle - complete story included!

Let me give you some back story.
Stats:

220lb
16%ish body fat
3 years ago, i was 470lbs. I lost 300lbs by doing things really dumb, and not eating food and running my ass off. Got annorexic and down to 140 before my doc told me to eat food or die.
I always was a big guy. College offensive lineman, so i had good muscle memory
1.5 years ago i started to lift heavy. I shot for power lifting, and succeeded!
I now weigh 220lbs...my problem?
I blew my natty test levels into shit by eatting less then 10g of fat a day for that period when i lost 300lbs... I was eatting sub 1000 cal for over a year.
Now? I gain weight VERY VERY easily due to my document low T count. I eat 1800cal a day to maintain my weight, and its driving me insane.
over the last 3 months, i have been on a quest to get TRT from my doc for the following reasons
1) i dont want to inject myself, needles scare me plain and simple
2) TRT in the long run is cheaper then buying Test-C myself.
I have gone for 4 rounds of blood work, and an MRI just to be safe that my putitary glands were ok (and they are)
ready for the shocker!
my total T count is 40!!! yes 40!!
estrogen is normal, and "free" test was extremely low too ( i dont remember the # off the top of my head)
*my thyroid was fine too
I have never messed with AAS before, those numbers are because of my diet and the fact that I work night shift.
So, after all that work, my doctor REFUSED to put me on test injections. He would only give me Androgel
FUCK ANDROGEL! 4 months of my time wasted and he wont give me TRT.
I plan on getting a second opionion, however i saw Transderm and want to give this a try on my own to see where it can get me.
With that in mind, can you guys please help me design 2 cycles
A first time "bulking cycle"
GOALS
1) be-able to eat above 2500 calories every day, doing 4 day a week powerlifting sessions 1hr each, and NOT GAIN FAT!!!
2) drop some stomach fat while putting on size, and eating at lease 2500 cal a day
A First time "cutting cycle"
GOALS:
1) maintain muscle mass eatting at lease 2500 calories
2) shread down my stomach fat
things to note. From the drastic weight loss, I hold stomach fat and have lots of extra skin. I hold fat in my love handles and stomach "puches" easialy. I put on good chest/back size good
Currently power lifting #'s
Squat - 600lb x 1
Bench - 390 x1
DL - 505x 1
all natty.
Please please help me,
For both cycles I'm looking to go trans-dermal, no injectables. I am thinking Test base (of course) but dont know what to combine it with for bulking for a first time
For cutting, i am also willing to consider clen and T3 as my thyroid came out "normal" but on the lower side.
Please help me here guys. Im a hungry boy! I know its possible, as I watch youtube videos of Mark Lobliner CUTTING WEIGHT on like 400g protein, 60fat and 300carbs
thats what I eat in TWO DAYS people... and please don't tell me its my diet, i track all my macros down to the sweet and low packet. I lost 300lbs i know my nutrition! I am dead postivie my missing factor is my shitty test production and the AAS cycles that I'm sure people like Mark are on...
