I'll just throw out my observations.

It is a professional looking race track.

There is a motorcycle in the picture but it is possibly not a racing bike.

The flames in the background make me think it was some kind of stunt and not necessarily a race.

For some odd reason this picture makes me think of Arnold. Perhaps a pic from one of his movies, i.e. the Running Man? That is a long shot.
