What is the size mean, is it your waist size ?

if you are ordering from a quality vendor, they will ask you for specific measurements.

Usually:

measurement at waist around belly button, measurement around upper thigh, measurement at bottom of leg where you want the suit to stop, measurement around ass, torso length, etc.

Be wary of someone asking for a single measurement.

I was looking through titan's site, and they only listed one measurement *size* the numbers wents from 26 for 50 something.
