I believe they have quotas. At least from various officers I have talked to... hence at the end of the month sometimes you see more and more people getting pulled over.

In Chicago, if you don't have an up to date sticker on your plate, it's an automatic ticket... just something they do... although, when I couldn't provide proof of insurance, they let me go with a warning (as I had Indiana plates... and they can't ticket you in another state... )
Bottom line is... if your tag is expired, you should probably get a new one... but if had recently expired... it might have been hard to get one with the holidays and the officer should have considered that.
I don't think that having expired tags is "breaking the law" -- more like an infraction... breaking the law would be stealing a car..

As with any other license, whether it be a business, building, liquor, any type of license, it has a set of rules attached to keeping the PRIVILEGE of holding that license.
