Its always a hassle trying to find a way to stress your tibs
I was thinking this morning of another way to do it.
sit on an incline situp board, feet facing the floor. put a dumbell on the board over your feet, toe under the dumbell bar - then toe curl away
It should work, but ROM will be reduced due to the fact your heel motion is limited by the board, but if you put a rolled towel under your achilles tendon then that should be fixed.
