my first week of cutting... i lost nothing.

Im not trying to agresively cut. ACtually im trying to gain muscle still and that remains my priority. however id like to lose about 10 lbs of fat over the next 20 weeks.
Right now im at 17% bf according to the calipers although it looks more like 13

im at 207lbs at 6'0
Im currently training with a wsb split and eating very agressively. That includes waking up at 4:00 am for a bowl of tuna and salsa, and at least 6 usually 8-12 meals a day. with about 400 g's of protien

Usuall these are in wraps, because theyre convinient. I take whatever i need to eat, Ie: veggies, chicken, beef, chilly, crab and roll it up. makes it easier to eat.

any ideas on how i can cut down with out making huge dents in my muscle building and strength gains?

So, what is your goal: cutting or gaining? You can't do both at once for cutting requires a caloric deficit and constant low-insulin levels and high glucagon levels (low glycogen stores) and a level of gluconeogenesis (sometimes negative nitrogen balance). At the same time, bulking (gaining) requires a caloric surplus, high-insulin, low-glucagon, high-glycogen stores (meaning no FFA acid burning for energy). Thus, you can't do both at the same time; not naturally at least.

Thus, I'd like to know your concrete goal: gain, lose?

Mr.X I hear ya. I was under the impression some moderate fat loss could occur while putting on muscle and strength. Im thinking like 3-5% points over 20 weeks. by doing morning cardio and watching what i eat, especially at night.
How do the track athletes manage to stay lean and put on muscle?

If you're natural, like I said earlier, you can't do both. You can stay lean and not gain "much" fat when bulking, but you'll still gain some even if you cycle your calories.
