Its ok to carb-up/refeed on a non-workout day?

I prefer to do my carbup on workout days but I see my parents once a week and thats a Sunday.... I could workout on Sunday but the gym is 50 miles away from my parents house so it would be ok to carbup on Sunday even if Im not going to workout?
 
I have not much knowledge on this but I think you´d be better off refeeding on workout days, if possible. Which doesn´t mean you cannot refeed on a non working out day.

More carbs = more pumped muscles = more energy = more efficient training session

Am I wrong?
 
Your insulin sensitivity won't be as high if you're refeeding after not having just worked out, but the net result should be the same.
