I'm kinda skinny fat now, cut or gain?

I'm 6'2" 190 pounds, fairly athletic build, I say fairly because I have been working out for a few years, but ever since an injury over a year ago, I've lost a lot of weight I haven't gained back, but yet I still have fat on all the right areas to keep from having that cut look, so now I'm not really big, but at the same time I'm not cut, giving me what I feel is a farily awkward look. I'm currently in Starr's 5x5, week 2, after taking some time off of it, about 3 months.

As you can see, I'm not actually skinny, but I have a weird body type in which a lot of my weight is held in my lower body, i.e. my squat max used to be much, much higher but I hadn't squatted in a while. I'm looking to get to that beach body look, summer is a little over a month away. Last time I did a fat percentage test was last summer, in which I had dropped from 16% at 196 pounds to almost 9.6 % at 186 pounds and I'm sure I'm favoring the previous test results now.
Main question: What to do now? Should I keep powerlifting, pretty much, and try to put on muscle weight then cut, or should I get on a diet, and maybe continue 5x5, but do more cardio? What do you guys think?

If you are 6'3" you should weigh more than 190 lbs. I'm 5'9" 190 right now and I feel skinny.

If you gain muscle mass your metabolism will go up and it will be much much easier to lower bodyfat percentage. Shoot for the ripped summer body for next year.
 
Yeah I found it much easier to gain muscle and slowly lose fat and having the weight replaced by muscle. I don't really have to watch what I eat, yet I slowly get leaner. But again you also have to be secure with the way you look. Right now I'm 5'10 and 225 probably 20% bf. I will go out and rock the beach all summer long and not think twice about it.

I have a good job, nice house, nice vehicle, just started a family. Anyone who say's anything about how I look, I just ask them who are they to judge. They most likely don't have a pot to shit in, some trash that will always be a broke ass mofo.

Haha, yah thats what I'm doing, I used to post on a journal a while back, I looked it up, I'll keep some up-to-dates on the post but I can't gaurantee I'll have the time to post daily, but you guys definately help me feel more secure in my decision.
