any exogenous hormones doesn't matter if it is 2000mgs of test or 100mgs is going to be suppressive.

Testosterone cream is the same thing as injectable testosterone. Just two different delivery mechanisms.

You are still putting the hormone inside your body so you will need some type of PCT. What kind of dose are you using?
