I dont look good in a shirt

So here is my issue
With a shirt on i don’t look muscular
But with my shirt off people think I’m huge
How do i change this? I’m 5’8’’ 160 pounds and lean. Never used steroids and i’m 27 years old
Would adding 10-20 pounds from steroids help this issue? If so which steroids would you recommend i try?
I’ve got a 6 pack and i’m ripped but need more big size
