It depends a lot on your current size and metabolism. The average couch potato male will burn 2,200 cal/day. Once you start lifting and especially after you've put on significant muscle, it's not hard to burn 3,000 cal/day.
If you're not taking in more calories than you burn on a daily basis, you cannot grow (other than water weigth). It's just impossible; you can't grow muscle out of thin air.
AAS can increase strength in that situation. Or, if you're body fat is still high you may be able to burn stored fat while increasing muscle mass...depends on your age, level of fitness, and individual metabolism. But even if that happens you're overall weight will not increase (other than possibly water weight).
