Based on the "tone up" alone, I'd say neither! lol Mainly because that means it's a woman who really doesn't know what the hell she's doing and looking for the magic pill.
That being said, definitely NOT winny. It's far more risky than var and runs much higher risks of side effects and virilization.
Var helps fat loss by building more muscle which can change your bf percentage ratios and having more muscle will impact fat burn BUT.....unless you're competing and eating at a significant deficit, you will gain weight on var. Most amateur women neglect this point and then are shocked when the scale goes up. I wouldn't even consider a cycle unless you have experience with your diet and can control yourself or you run the risk of just gaining weight and looking "fat and bloated".
Again, I'm gearing this answer towards the amateur female user.
