wayne and zeus

My two Cats are 10 years old. They are brothers, tuxedo colored and overall the best kitties in the world.
However, the smaller of the two cats, Wayne usually is the submissive one in play fights. When play fighting he always keeps his tail high and eyes below those of his brother Zeus who is much plumper.
But, once in a while Wayne will sneak attack Zeus, Grab Zeus' scruff in his mouth, not let go, and while in the doggy position, make 4 or 5 thrusts as if he was raping Zeus. All the while Zeus is trying to get away and whining. Wayne will make those series of thrusts 3 or 4 times and then Zeus will finally get away.
This is not uncommon I understand. But both Cats have been fixed for 9.5 years. Also when Wayne does this, Zeus is as low to the ground as possible and Wayne is as high up as possible with his back arched. No contact is made between Waynes stump and Zeus' butt.
