to refill muscle glycogen. The theory as I understand it is that almost all carbs you eat at that point will be used to refill muscle glycogen and not go to fat. Some also say it has a super compensation effect, that your muscle will actually load with more glycogen than they normally would, but I am not sure about that one. The main reason seems to be the fat burning effect during the week, than refilling muscle glycogen so that workouts can still be productive .
 
The reason I do it is as follows:

Normally there is 1.5 to 2 grams of glycogen to every 100 grams of muscle tissue. When you deplete it goes to around .6 (if you do it right). If you properly replenish, it should go to 3.5 to 4 grams. It will make your muscles harder and fuller. I use it as part of my contest preparation. Distance runners do it to overload their muscles with the fuel that they need for prolonged physical activity. There are probably a lot of different ways that it can be done. I take in zero (or as close to it as possible) for three consecutive days. I do three sets of an excersize for each muscle group on those three days. I avoid legs because it is part of my contest prep. After I complete my last glycogen depletion workout, I start taking them back in. I bring in high glycemic, sugary carbs for the first 24 hours and then I switch to the more complex after that. I try to bring in about 400-600 grams of carbs for 3 days after depleting. I can't see much use in doing it unless you are about to compete or if you are a marathon runner or something. There is no doubt in my mind that it works for me. Everyone is different though.
