they look really fat.. like not fatty as in flubber. but fat as in muscle.. like its just 1 giant lump of muscle.. is there anything i can do?

Sounds more like bodyfat to me. You may just have a layer of "insulation" over the guns. It doesnt have to be "flubber" to conceal definition.

Have you tried doing some toning as opposed to bulking? Maybe switch around your reps/weights a bit and see if you can take off a bit of that insulation :)

Or maybe drop your cal's down below maintenance level for a couple weeks then hop up above the maintenance level for another couple weeks but eating more protein and carbs to equate to your calorie level versus fats...enabling you to gain more muscular weight back instead of insulation weight :)

Wow, those look like some big guns to me, mad muscle underneath waiting to show its face. Also keep in mind the underside of arms is harder to see toning definition, how does the outer-side look? You should be able to see a bit more definition naturally. I personally haven't tried things like 'Hydroxicut' but you might try something similar that the more experienced supplemental weight-loss people recommend on these boards. You might just be able to get away with modifying your diet a bit and changing your routine to more 'toning'-related exercises without the use of any supplements for assistance. Do you have any problems with toning else-where or is it only your arms?
