Los Angeles considers global warming tax

The Orange County Register

To fight global warming, a bill in Sacramento would enable Los Angeles County transit officials to increase taxes on motorists. It's a bad idea that may foreshadow even worse to come.

Billed as a "climate change mitigation and adaptation fee," the measure would cost motorists either an additional 3 percent motor fuel tax, or up to a $90 annual flat fee, based on vehicle emissions. The new charges would be on top of taxes already paid at the pump. Either option requires a majority approval by a vote of the people.

"At this point the people of the Los Angeles region have just had it when it comes to traffic and air quality," claimed Assemblyman Mike Feuer, a Los Angeles Democrat and author of Assembly Bill 2558.

We concur about the traffic mess, but with little else Mr. Feuer claims in seeking to overtax motorists. The assemblyman's sleight of hand conflates two issues, the real problem of congested traffic and the contrived emergency of so-called global warming.

Congested traffic is easily verifiable. If it went away tomorrow, politicians would be unable to persuade voters to tax themselves to fix it.

Global warming at best amounts to less than a degree of temperature increase during the past century. If the recent several-year cooling trend is an indication, global warming may be going away. But because the only "proof" of long-term catastrophic consequences lies in contrived computer models, politicians like Mr. Feuer can insist even as temperatures decline that doomsday still lies ahead unless people tax themselves to fix the problem.

Los Angeles County motorists should ask Mr. Feuer what global temperature would persuade him that a new tax is unneeded. Global warming, now conveniently rechristened "climate change," is perfect for demagoguery. Those advancing the cause won't explain how they will know we have won the global warming fight, let alone what the ideal temperature is supposed to be.

Climate has changed as long as the Earth has spun on its axis. It's been considerably warmer in recent centuries than today, and during those periods humanity simply adapted, indeed, flourished with fewer cold-weather deaths and more abundant crops.

But facts don't deter schemes like Mr. Feuer's to raise $400 million in additional taxes to pay for already funded transit projects. The Los Angeles County Metropolitan Transportation Authority would have to place the issue on the ballot if AB2558 becomes law, and probably would do so because the agency would reap the bounty.

We hope, however, that motorists see the ploy for what it is and reject the additional tax. If not, it's a good bet this scare tactic will be repeated throughout the state.

More proof that this is all part of the far left's plan to increase government influence and control. I cant believe people are dumb enough to fall for this crap.

I find it funny global warming stops becoming an 'issue' when you have to start paying for it. lol.

LA is expensive. I feel sorry for people who start buying expensive houses, cars, credit cards - with a marginal average job they barely enjoy. I think they're crazy.

Yeah but we have awesome weather - and a massively robust and strong economy. Jobs everywhere.

But at a price. Standard of Living sucks. LA is just traffic jams, mexican restaurants, walmarts and starbucks.

I love leaving the city - which I do a lot.

lol@ plenty of jobs. Low paying jobs I bet. Not everyone can be making a million dollars a year there for a salary. My hubby and I would have to be pulling in over a million a year in order to have our Ohio lifestyle in LA.(housing is too wicked there).

Cost of Living is obscene. Blame the nice weather and everyone, including those lovely people down south, wanting to move here.

Jobs, Low paying yes.

High paying yes. Middle paying average.

Doctors? IT workers in Irvine? Entertainment workers? Long shoremen? Construction workers? Govt workers? Jobs everywhere. I see little unemployment.

Salaries are based upon someone going 'above and beyond' in their field. So if you want to make that million - become that acclaimed heart surgeon, a-list actor, construction firm owner, IT services VP, etc. Really it is up to you - and the opportunity in LA really is, tremendous.

Honestly, there is little competition if you come here with skills. I have to literally turn down work - I just can only do so much.

I lived in Northern CA. in the late 70's(1976 to be exact). When my dad bought our home, he paid a lil over 250K for the place( above average home price in those days). 3 1/2 years later, he sold it for over 800K. He had wished he could have seen the housing boom waaaay back then, he would have bought 2 houses! I'm sure a lot of people wish they could turn back time to do the same.

I have a sis who lives in Napa Valley. I'll go visit her to get my Ca. "fix". :)

I am proud to live in California.

I don't see what is wrong with long term thinking. Why continue to put pollutants into the air? Its time to take action to reduce this. SMOG tests are good, but we need to do more.

I don't get why some people want to continue to pollute the earth (we only have one earth right now) for the sake of profit and pleasure, why not act a BIT more responsible and think a little longer term (and about people other than just yourself).

Fuckers are pouring in to Colorado now.

Yeah, we need to consider a californian tax.

75% of their income should go to natives for having to put up with them.

Also they should not be allowed to drive and can only live in 5 points.

I strongly support this. :)

while GW is a problem that they should start worrying about now........this is just another excuse for uncle sam to get more money out of us because he's spending it all overseas. And before anyone say's what the fed spends oversea's has no impact on states........think again. Very shortly cops are going to become intolerable as they're going to start handing out tickets left and right.........it's the only way they're going to be able to survive without having to make layoffs. Uncle sam has become the teenage girl that couldn't manage her credit cards and daddy finally ran out of money to subsidize her. So they only place left for the govt. to go is to FURTHER get in our pockets. We need to overthrow our govt..........forcibly if need be. They've run away with shit and expect us to bail them out when we're about to hit a major recession.

CA is a joke. I lived there and hated it. It's expensive, it's crowded, it's dirty, half the population is illegal, it's corrupt and it's gay as can be in some parts. Plus it's NO place to raise a kid. But you all stay out there so I can be alone out here. :D

i am in a transportation tech. and policy program and a lot of the work we do and material cover involves GHG emissions and a lil bit of global warming as well. It is interesting because nobody agrees on the extent of the man-made contribution to global warming; we have some profs who swear that CO2 is the antichrist, and others who think that water vapor (completely natural) accounts for 99% of the greenhouse effect (and laugh at the other profs.) I am honestly torn as to how bad transportation really is for the climate; but i do know that nobody knows for sure and that scientists continue to make good points on both sides of the argument. I think the issue definitely still needs to be studied more, but i get upset when people just instantly dismiss global warming as a hoax and mock people who consider it a possibility, because i know that they haven't seen all the evidence, and i know that they don't have real proof either.

I do beleive that global temperatures are trending upwards overall though

I ride a bike or walk almost everywhere except to work.

Global warming was never "debunked" there isn't really much to debunk.

Also there is a difference between global warming and pollution/destruction of the environment. Some people lump them together becuse certain emissions directly lead to the warming of the planet, but even if global warming was not an issue, I am still in favor of restricting the amount of pollution people can put into our water, air, and land.

And vice versa. The general issue I have with global warming is that all the parties which are using the atmosphere as their dumping ground want everyone to believe there is no penalty for their actions. So they pay scientists to take up their position. It becomes even worse when municipalities and gov't spend billions trying to research or fund research on a topic and pass off those costs to people who are already having trouble making ends meet.

this is the budget for BC highlights
http://www.cbc.ca/canada/british-columbia/story/2008/02/19/bc-provincial-budget.html

"As part of the new tax plan, carbon-based fuels — including gasoline, diesel, natural gas, propane, coal and home heating fuel — will be taxed at $10 per tonne of greenhouse gases generated, starting July 1, 2008."

That will translate into a new 2.4 cents per litre tax on gasoline at the pump and 2.8 cents per litre for home heating fuel. (about 9 cents per US gallon)

The carbon tax rate will rise by $5 a year for the next four years, until it hits $30 per tonne of greenhouse gas generated in 2012, said Taylor.
