Actually the most important is your diet. You just need to eat less than you currently do. If you don't have time for sports, try walking a lot and just moving more.
I think you need to consult with the doctors and do a blood test. With your diet and workouts you have to lose weight. Maybe you just need to give it more time. Maybe if you will be more patient you will see the result.
Great advice. HIIT cardio helped me alot when I was cutting. I also think you need to reconsider your diet. I hope you will start losing fat as soon as possible.
